The relocation and expansion of Cisco Systems' New England Development Center (NEDC) into Boxborough demonstrates how a town can successfully meet the challenges presented by new development in a manner that is consistent with the town's character, responsive to environmental concerns and supportive of the town's planning objectives. Currently zoned for office park use, the site represents over 50% of the town's developable commercial property. The development program consists of 1.4 million square feet of primarily office and research and development (R&D) uses along with ancillary uses and amenities, including three (3) cafeterias, a fitness center, an outdoor recreation center and accessory retail. The development program evolved through comprehensive master planning reviews, Massachusetts Environmental Policy Act (MEPA) reviews, and permitting efforts at the state, regional and local levels over a 15-year period prior to commencement of construction in August of 2000.
